Parking lot and slab repair options

Partial-depth or full-depth repair

The American Concrete Pavement Association (ACPA) limits partial-depth repair to spalls confined to the upper one-third to one-half of the slab that don't expose reinforcing steel or load transfer devices, and the Federal Highway Administration keeps it to the top one-third of the pavement. Where unsound concrete approaches or exceeds half the slab thickness, the ACPA calls for a full-depth repair, and it notes a partial-depth patch can't correct a crack that runs through the full thickness.

Cracks, joints and delamination

For cracks where a little movement is expected, TxDOT's Concrete Repair Manual routs a V-shaped groove centered on the crack, typically about 3/8 inch deep, and seals it to keep water out. In industrial floors under heavy traffic, the National Ready Mixed Concrete Association (NRMCA) says joints need a filler that supports the joint edges to prevent spalling. Delamination usually breaks off surface layers 1/8 to 1/4 inch thick; the NRMCA repairs it by patching or, where it's extensive, by grinding and overlaying a new surface.

Spall repair, step by step

The American Concrete Institute's field guide for spalls on horizontal surfaces (RAP Bulletin 7) applies to structural slabs, exterior slabs on ground, balconies and interior floors. These are its steps as general practice; your estimate covers your site.

  1. Sound and mark

    Sound the concrete to find delaminated, hollow areas, then lay out the repair in simple shapes with few inside corners.

  2. Saw-cut the edge

    Saw-cut the outline of the repair no deeper than the concrete cover over the reinforcing steel.

  3. Remove unsound concrete

    Break it out with 15- or 30-pound jackhammers; ACI warns that heavier ones may damage the reinforcement. Around corroded bars, clear about 3/4 inch of concrete.

  4. Clean the surface

    Clean the prepared surface with high-pressure water of at least 3,000 psi, or by abrasive blasting.

  5. Place and cure

    For a ready-mix repair, cover it with wet burlap and a polyethylene sheet for at least 7 days.

  6. Test the bond

    A pull-off test checks how well the repair has bonded; ACI recommends a target above 150 psi.

Changes in level

Under the 2010 ADA Standards, a change in level of up to 1/4 inch may be vertical. Between 1/4 and 1/2 inch it must be beveled no steeper than 1:2, the combined change can never exceed 1/2 inch, and anything higher must be ramped.

Under the same standards, walking surfaces may have a running slope no steeper than 1:20 and a cross slope no steeper than 1:48, with at least 36 inches of clear width.

Garland's sidewalk hazard rules

Garland's code counts a sidewalk as hazardous when adjoining sections or crack edges differ in height by 2 inches or more, a gap reaches 1½ inches or more, or the cross-slope is greater than 5 percent. The City's Street Department says the abutting property owner must keep the sidewalk, parkway, curb and driveway in good, safe condition, and repairs on public property need City permits. For businesses, the City's Parking Lot Repairs / Sidewalks / Approaches page lists a $65 fee for approach repair or installation and requires a Sidewalk Bond for City sidewalk repair; its residential page lists $88, so confirm current fees with the City.

Questions from owners and property managers

How can I repair a damaged concrete wall?

It depends on what caused the damage. For cracks, the American Concrete Institute's crack-repair guide (ACI 224.1R) says epoxy injection can restore the concrete's structural integrity in cracks 0.002 inch wide or wider, because epoxy bonds to concrete more strongly than concrete's own tensile strength. It may not be the best fix where the cracking comes from rusting reinforcing steel, or where the concrete is expected to keep moving after the repair.

What causes concrete to spall around rebar?

Corrosion of the steel. The NRMCA says rust takes up two to four times the volume of the steel it replaces, which builds internal stress and delaminates and spalls the concrete cover. Chlorides, such as deicing salts, cause it more often than carbonation does, and corrosion starts once the concrete's pH at the steel falls below 9. The NRMCA calls for at least 2 inches of concrete cover over reinforcement to keep salt and moisture away from it.

When does a concrete repair need a structural engineer?

The American Concrete Institute's spall-repair bulletin says to consult a structural engineer if corroded reinforcing bars have lost cross-section. In 2026 national figures, a structural engineer charges $100 to $200 per hour to inspect cracked concrete.

Is grinding down a trip hazard a lasting fix?

Concrete grinding, at $1 to $4 per square foot nationally (2024 figures), is a temporary repair for immediate safety concerns. Garland's engineering standards go further for public sidewalks: cracks or joints that are ¾ inch or more out of line vertically, or ¾ inch or more apart, mean the affected section must be replaced, and tree roots causing the problem are cut out.

How soon can traffic use a repaired area?

ACI's spall-repair bulletin keeps a ready-mix repair under wet burlap and plastic for at least 7 days of curing. For comparison, the NRMCA's rule for new parking pavement is to keep cars off for 3 days and trucks for 7 days, unless tests show the concrete has gained adequate strength, usually 3,000 psi.
