Pool deck finishes that grip and stay cooler

Concrete beside a pool has two jobs a patio doesn't: staying safe underfoot when it's wet, and staying bearable under bare feet. A brushed or broom finish adds slip-resistant texture, and a rock salt finish is a low-cost way to add subtle texture and grip to plain or colored concrete. Exposed aggregate, with its pebble-like surface, is especially well suited to pool surrounds because it's highly slip resistant, and traction can also come from a textured overlay or clear plastic grit mixed into the sealer.

Decorative toppings can lower a deck's surface temperature significantly. The original Keystone Kool Deck topping was invented by Mortex in 1962, and the maker says it significantly lowers the concrete's surface temperature while leaving a non-skid, textured surface. Mortex's contractor brochure recommends keeping the Kool Deck surface to ⅛ inch thick or less, with the finished deck showing about 40% smooth and 60% void to prevent craze cracking. A spray-down deck coating is another route: Euclid Chemical's data sheet has its coating applied no more than ¼ inch thick and lists pool decks among its common uses.

Estate lots and lakefront land

Large lots, newer homes

Heath's zoning, in the City's posted 2015 copy of its code, runs from SF-15 districts with 15,000-square-foot lots through half-acre SF-22 to one-acre SF-43, and the 2025 plan's Rural Estate land use means estate lots of at least 3 acres. According to the Census Bureau's 2020-2024 estimates, about 97% of Heath's homes are single-family detached houses, about 59% were built in 2000 or later, and the median value of an owner-occupied home is $766,900.

Along Lake Ray Hubbard

Heath is bordered by Rockwall to the north, Forney to the south and Lake Ray Hubbard to the west, and Terry Park at 599 Terry Lane is a lakeside park used for boating and picnics. Lakefront lots meet the City's Lake Edge zoning, which covers the leased Lake Ray Hubbard Take Area, and its use chart prohibits swimming pools there. A deck or patio, wood or concrete-paved, is allowed in the Take Area up to 400 square feet and 36 inches high, built of water-resistant wood or a synthetic equivalent and/or native stone. On a lakefront lot, then, the pool stays out of the Take Area, and a deck built there follows those limits.

Pool, flatwork and right-of-way permits in Heath

Heath's Building Department issues a Pool/Spa New/Remodel Permit for new pools, pool remodels and spa additions, and an Approach/Sidewalk/Flatwork Permit for driveways, approaches, sidewalks and other flatwork. Right-of-way permits go through Public Works. Since October 1, 2024, the City has used the 2021 ICC codes, including the 2021 Swimming Pool and Spa Code, and work that starts without a permit can be fined up to $500.

The City's published material doesn't say whether a pool deck is covered by the pool permit or needs a flatwork permit of its own, so ask the Building Department before the forms go in.

Fences, deed restrictions and extras

The City's posted 2015 copy of its code requires any outdoor pool deeper than 18 inches to be fenced all the way around by a barrier at least 4 feet high. Its 2015 pool permit form has the owner sign a notarized affidavit that the pool complies with the covenants and deed restrictions on the lot, and it lists separate permits for cabanas and arbors, grills and outdoor kitchens, fire pits, outdoor showers and fences. That form dates from 2015, so confirm today's requirements with the City.

Black Hill, Willow Springs, then Heath

The town is named for John O. Heath, who in 1846 became one of the area's earliest settlers. According to the Handbook of Texas, the settlement was first called Black Hill after its black soil and in 1849 received the first post office in what is now Rockwall County. From 1854 until 1886 it went by Willow Springs, after a local stream, and it incorporated in 1959.

Lake Ray Hubbard reshaped it. The City's history says the lake became a reality in 1969, covering the old Barnes Bridge Road, and that by 1970 homes were being built throughout Heath by newcomers drawn to open rural living near the water. Rockwall ISD serves the city, including Rockwall-Heath High School.

What black soil means for a slab

Texas Parks and Wildlife says the Blackland Prairies take their name from deep, fertile black soils, typically dark alkaline clays often called "black gumbo." The Soil Science Society of America describes Houston Black, a Blackland Prairie clay, as swelling when wet and shrinking when dry, notes that construction on it is often plagued by cracking, and says hydrated lime is often added to stabilize it. The deck is often one piece of a bigger backyard. We also pour patios, including stamped concrete, resurface worn decks and patios, and build steps, walkways, driveways and retaining walls. Heath has written rules for several of those. Retaining walls over 24 inches need a permit, walls 2 feet or taller need engineered plans, and every retaining wall must be designed for a safety factor of 1.5 against lateral sliding and overturning. The City's engineering standards set residential driveways at 12 to 24 feet wide at the property line and at least 10 feet apart, and call for sidewalk concrete 4 inches thick with No. 3 bars at 24-inch centers both ways, with reinforcement in all driveways and walks.

How a pool deck project runs

  1. Free estimate and layout

    We look at the pool, the yard, how water will drain and how the site can be reached, then talk through the deck's size, shape and finish. The estimate is free.

  2. Permits and approvals

    Heath handles pool and flatwork permits through its Building Department. Where the lot carries deed restrictions or HOA rules, those approvals are part of the paperwork too.

  3. Base and steel

    The ground is graded and compacted and a base goes down. The usual minimum is 4 inches of subbase and base combined, with reinforcement placed at or just above mid-depth.

  4. Timing the pour

    NRMCA advises avoiding the hottest part of the day, and warns that a slab poured on a hot day and followed by a cool night can crack from the quick temperature change.

  5. Texture or topping

    The surface gets its broom, rock salt or exposed-aggregate texture, or a cool-deck topping applied the way its maker specifies.

  6. Curing and first use

    NRMCA says curing should start right after finishing and typically last 3 to 7 days. Under a fresh Kool Deck topping, Mortex says to keep people and furniture off for approximately 21 days.
