Parking rules, barns and big lots
Parking any self-propelled vehicle, boat, or utility or cargo trailer on an unapproved surface is a code violation here, so an RV or trailer kept at home needs a concrete or paver surface to sit on. The 2021 Comprehensive Plan also expects barns and other accessory buildings in its rural land-use areas, and says they should be compatible, high-quality architecture.
Lot sizes vary widely, from about 7,500 square feet in Sonoma Verde to five acres or more, alongside farms, ranches and agricultural land, and the plan reports that most residents want new homes on lots of at least one acre. The Census Bureau's 2020-2024 estimates put the median year built at 2013, about 84% of the housing built in 2000 or later, and about 98% of occupied homes lived in by their owners.

(945) 441-5958Sizing an RV pad or shop slab
Weight sets the thickness. Four inches generally carries cars and SUVs of 3,000 to 6,000 pounds, while a large RV, at 12,000 pounds or more, may need 5 or 6 inches. The Tennessee Concrete Association figures that going from 4 to 5 inches raises load capacity by nearly 50% for about 20% more concrete cost. The usual rule of thumb is rebar or welded wire fabric in any slab deeper than 5 inches, especially under heavy loads.
Edges and the first load
Driveway edges are often thickened by 1 to 2 inches, reaching 4 to 8 inches in from the edge, because they carry heavy loads with less soil support. RVs and large trucks should stay off new concrete for at least 28 days.
Under a shop floor
The National Ready Mixed Concrete Association recommends a vapor retarder at least 10 mils thick under interior slabs, such as an enclosed shop's floor, and says one is generally not needed under an exterior slab like an open RV pad.
RV and shop pad costs
In 2026 Dallas-area figures, a 640-square-foot RV pad averaged $3,840 and a 200-square-foot parking pad $1,200. Nationally, RV pads of 200 to 700 square feet run $1,200 to $8,400. These are typical averages, not our prices; the estimate is free.
- Joints spaced 24 to 36 times the slab thickness, never over 15 ft (NRMCA)
- 5 or 6 in. for large RVs of 12,000 lb or more
- Rebar or welded wire fabric in slabs over 5 in. deep
- 2 to 8 in. of crushed rock on expansive soil
- Blackland soil (City of McLendon-Chisholm history)

(945) 441-5958Floodways, septic systems and blackland soil
According to the 2021 Comprehensive Plan, at least four major floodways cross the city from northeast to southwest, draining toward Lake Ray Hubbard, and floodways and floodplains cover about 22 percent of its land. Only Sonoma Verde and the retail area have city sewer; the rest of the city uses on-site septic systems, and Rockwall and Kaufman Counties require a lot of at least one acre for a septic permit.
Septic lots add a step for shop buildings: the City has a separate septic-system (OSSF) accessory building application for buildings or permanent structures on a lot with a septic system.
The City's history describes the McLendon area's rich blackland soil, which once produced an abundance of cotton. The Soil Science Society of America notes that Blackland clays such as Houston Black swell during wetting and shrink during drying. On expansive soil like that, 2 to 8 inches of crushed rock usually goes under the concrete, depending on how expansive it is. We'll look at the ground and the drainage at the estimate.

(945) 441-5958Permits for pads and shop buildings
McLendon-Chisholm requires permits and inspections on new and renovation projects, applied for through its online permit portal. The residential "(R) Concrete" permit covers installing or replacing sidewalks, driveways and flatwork, and the residential "(R) Accessory Building" permit covers detached structures such as shops.
The portal's description doesn't name pads, so it isn't clear whether a pad poured on its own, with no building, goes on the concrete permit. Confirm with the City before the pour.

(945) 441-5958McLendon's gin and the Chisholm brothers
The city began as two settlements, each named for a landowning family of the early 1850s. McLendon's took its name from P. A. McLendon, who about 1870 built a combined store, cotton gin and blacksmith shop that ran until 1975. Chisholm came from Enoch Parson Chisholm, who settled on 200 acres in 1856, and his brother B. Frank Chisholm. In 1898 Berry Creek Academy had four rooms, four teachers and 301 students, the second-largest school in the county.
Residents seeking zoning protection for their rural communities voted to incorporate as McLendon-Chisholm on October 18, 1969, and the early families' names can still be read at the historic Chisholm Chapel Cemetery. The city lies on State Highway 205 six miles southeast of Rockwall, with Heath to the west and south and Rockwall and Fate to the north and west. The Census Bureau counted 3,562 residents in 2020 and estimates 5,629 on July 1, 2025.

(945) 441-5958How an RV or shop pad gets poured
General practice, with the City's permits.
Free estimate and layout
We look at where the RV, trailer or shop will sit, how a concrete truck can reach it and how water moves across the lot, then talk through size and thickness. The estimate is free.
Permits
Flatwork goes on the City's (R) Concrete permit and a shop building on its Accessory Building permit, with the septic-lot application where the lot has a septic system.
Grading and base
Soft spots are dug out and replaced, and a compacted crushed-rock base goes down, thicker where the soil is more expansive.
Forms and steel
Forms are set to the pad's footprint, and rebar or welded wire is supported near mid-depth, where steel must sit to do its job.
Pour, finish and joints
The concrete is placed and broom-finished and control joints are cut. NRMCA keeps joint spacing within 24 to 36 times the slab thickness and never more than 15 feet.
Curing and the first load
Curing typically runs 3 to 7 days (NRMCA), and RVs and large trucks wait at least 28 days before rolling on.

(945) 441-5958Permit and scheduling questions
What hours is construction allowed in McLendon-Chisholm?
The City allows construction and construction-related work only from 7:00 a.m. to 7:00 p.m., Monday through Saturday, and not on Sundays or the holidays it lists.
Does extending a patio slab need a permit?
Yes. The City's permit portal puts a slab extended as part of a patio extension on the Remodel permit and asks for the details on the plans you upload.
Which permit covers a retaining wall?
Retaining walls over 48 inches go on the residential Miscellaneous permit, along with decks and foundation repair. The portal's list doesn't address shorter walls, so ask the City about those.
