The Handbook of Texas records Mesquite's first factory as the Dallas Pressed Brick Company, founded just outside the city limits in 1904. Today's big employers move freight: UPS has been the largest private-sector employer since 1983, and FedEx opened a logistics center in 2017 on the site of Big Town Mall, which opened in 1959 as the first air-conditioned shopping mall in the United States.

The zoning ordinance calls the manufacturing and distribution uses around Big Town and Town East Boulevards, from I-30 to Skyline Boulevard, the heart of the city's industrial sector, and gives them a Skyline Logistics Hub Overlay District, created by Ordinance 4371 on July 20, 2015. The area is still widely known as the Skyline Industrial Park, where Union Pacific's intermodal expansion won a Silver award for industrial paving from the American Concrete Pavement Association. Masonry rules and permits for new commercial buildings

Mesquite's Community Appearance Manual sets a general minimum of 75% masonry on the walls of new development, redevelopment and rehabilitation. Industrial buildings get room: the Director may approve less for certain industrial buildings, and Section 11.1.2 lets the wall area not clad in masonry in industrial districts be painted concrete tilt-wall.

A new commercial building first goes through the City's development review process, in place since March 28, 2008. The City builds under the 2024 International Building and Fire Codes, and the Tilt-Up Concrete Association notes that tilt-up counts as a form of precast construction under both ACI 318 and the International Building Code.

The commercial fee schedule, revised 02/22, charges $0.38 per square foot for a new commercial building permit and half the complete-building fee for a shell building, and adds a plan review fee of 28 percent of the building permit fee. Commercial driveway approaches need Traffic Division approval as well. Casting, lifting and bracing the panels

Most tilt-up jobs follow the same basic sequence. Engineers set the panel design; the steps below are general practice.

  • Panels usually 6–8 in. thick
  • Lifted at strength, about 7 days
  • Acceptance tests at 28 days
  • Crane sized for the heaviest panel
  1. Pre-construction meeting

    For major projects, NRMCA recommends a pre-pour conference of the supplier, owner, designers, contractors and testing agencies to assign responsibilities.

  2. Floor slab as the casting bed

    Panels are cast flat on the building's concrete slab-on-ground, so the slab is poured first (Tilt-Up Concrete Association).

  3. Forms, bond breaker and steel

    Side forms and a bond breaker go on the slab, then reinforcement and the lifting and bracing hardware.

  4. Pour and strength tests

    Panels usually run 6 to 8 inches thick. Strength acceptance rests on cylinders usually tested at 28 days; 7-day breaks are only an early indication (NRMCA).

  5. Lift and brace

    Once the panels reach strength, usually in about 7 days, a mobile crane lifts them in sequence, and each one is braced and plumbed.

  6. Walls finished

    Where the City allows it in industrial districts, wall area without masonry cladding can be finished as painted tilt-wall.

Heat, wind and lift days in North Texas

Summer is the hard season for panel pours. Normal highs at DFW Airport reach 95.6°F in July and 95.8°F in August on the 1991-2020 normals, and the American Concrete Institute caps concrete at 95°F when it is discharged from the truck. ACI's hot-weather guide adds that cylinders held at 100°F for their first 24 hours may test 10 to 15 percent lower at 28 days, so how test cylinders are kept on site matters too.

Wind matters on lift day. The Tilt-Up Concrete Association's safety guideline calls for a crane sized for the heaviest panel plus rigging, a bracing manual designed for wind loads, and no lifts in unsafe wind. The National Weather Service says severe weather in the Metroplex peaks in spring, with large hail, damaging winds, flooding and tornadoes nearly every year.
