Resurfacing concrete from four building phases

Resurfacing fits a sound slab with a worn face. Minor flaking and cracks under 1/4 inch wide can be resurfaced, while large cracks, crumbling, spalling or structural problems, or a new layer that would have to be more than two inches thick, call for replacement.

The community's concrete spans several eras. The Community Services Association says these 400 acres were ranch land and that Seis Lagos began in the 1970s, as the Dallas area grew. Phase I's 199 homes were completed in the mid-1990s; Phase II added 57 homes in 2001; Phase III, also in 2001, added 71 homesites on 55 acres around Hidden Lake; and Phase IV has about 70 homes along the south side, with no date given. The Census Bureau's 2020-2024 survey, a small-sample estimate, puts the median year built at 2000, with about 7% of homes built before 1980 and none counted as built in 2020 or later. Homesites run from half an acre to an acre or more.

HOA approval before any concrete work

In Seis Lagos, concrete work starts with the Architectural Control Committee. The Community Services Association says all exterior improvements, including concrete work and patios, must be approved by the committee before construction starts. Its builder packet defines improvements to include regrading or excavating a driveway, walkway or patio and altering or replacing any exterior surface, so ask the committee before a resurfacing or sealing job.

The committee meets on the second Sunday of each month at 7:00 pm, and forms are due by the Thursday before to make that month's agenda. The packet is clear that committee approval does not replace the City of Lucas's permit requirements; the questions below cover the City's side. The Association also says safety officers are on duty around the clock and record every visitor.

Inadequate surface preparation is the most common reason a new overlay cracks or delaminates. The same overlay should go down only when air and slab temperatures are between 45°F and 85°F; at DFW Airport the normal daily high passes that ceiling in both July (95.6°F) and August (95.8°F), per NOAA's 1991-2020 normals.

Choosing a sealer for driveways and patios

Sealer is the maintenance layer. The American Society of Concrete Contractors (ASCC) calls decorative sealers a sacrificial coat and, as a rule of thumb, gives high-traffic and sun-exposed areas new sealer every 2 to 3 years and lighter-traffic areas 4 to 5. A driveway sealer may last 1 to 3 years depending on type and exposure; among the types, penetrating silanes and siloxanes leave no gloss and no slipperiness, film-forming acrylics are the ones most often used, and pure acrylics hold up against yellowing better than styrene acrylics.

Gloss, grip and application

The higher a sealer's gloss, the more it enriches the color, and ASCC says solvent-based acrylics generally enhance color more than water-based ones. Sealers go on in thin layers of 1 to 3 mils, and most solvent-based sealer problems come from applying it too thick. For grip, anti-skid additives can be mixed in; the guide says the sealer should meet ASTM 2047 for slip resistance and that adding sand is not recommended. Water-based sealers need air and concrete temperatures of 45°F and rising, but no higher than 90°F.

ASCC advises against sealing if rain is expected within 12 hours. NOAA's 1991-2020 monthly normals at DFW Airport make May the wettest month (4.78 inches), then October (4.37), with July driest (2.08).

A gated community on former ranch land

Seis Lagos was developed by Joe Duncan, the original owner of Southfork Ranch, through Duncan Developments, and its name is Spanish for "Six Lakes". The community first appeared as a census-designated place in the 2020 U.S. census, which counted 1,450 residents and 464 housing units. It covers 0.762 square miles of land and 0.041 square miles of water, and it is split between Lovejoy ISD and Wylie ISD. The Utility District that provides its roads also provides water and sewer service, and the City of Lucas's 2023 Comprehensive Plan says it has no plans to annex the tracts in that district.

Repairs, replacement and other concrete work

When a surface can't be saved with an overlay, we handle crack repair, leveling and full replacement, plus stamped overlays and pool deck coatings. A stamped overlay is typically 1/4 to 3/4 inch thick. A replacement drive follows the HOA's building rules: #3 steel with adequate expansion joints and a 14-foot minimum width, an approach dowelled into the road with #3 steel on 18-inch centers, and driveway culverts of at least 18 inches with headwalls. Retaining walls must be masonry, such as stone, stack stone or concrete, and engineered if taller than 3 feet.

    Committee approval comes first. The slab is then checked for cracks that point to settlement rather than surface wear.

Approvals and permits: common questions

Does the City of Lucas issue permits in Seis Lagos?

Seis Lagos is outside the Lucas city limits but inside the City's extraterritorial jurisdiction, the area where a city may apply some of its rules. The Lucas code requires a building permit for building work both in the city and in that jurisdiction. The HOA packet says that after committee approval, the builder, contractor or owner must get a City of Lucas Building Permit and a Land Disturbance Permit, and that all builders and contractors working in Seis Lagos must be registered with the City of Lucas. Whether resurfacing or sealing alone needs a City permit isn't stated, so ask the City of Lucas before work starts.

Can a patio or driveway be built in a Utility District easement?

Only at the homeowner's risk and with approval. The Seis Lagos Utility District allows flatwork such as patios, sidewalks and driveways, along with retaining walls and pools, in its easements only if its Board approves an encroachment application and the signed agreement is filed with the Collin County Clerk.
