Before the finish comes the footprint. In the Lucas R1 district no building goes on a lot of less than one acre (43,560 square feet), and in R2 the minimum is two acres (87,120 square feet). In both districts, paved and other hard surfaces may cover no more than 35 percent of the lot, so a drive, a patio and a pool deck all count toward it. The code's driveway culvert table sets an 18-inch minimum inside diameter for both; concrete pipe must extend 36 inches beyond the driveway edge, and steel pipe needs a concrete header. The drainage rules require a headwall at exposed ends, and a culvert under a private drive counts as permanent once reinforced concrete, asphalt or AASHTO #3 gravel paving covers it. Temporary, unpaved culverts and driveways must come out within 18 months of permit issuance.
Permits and the street edge
A driveway's entry curve must not cross the shared property lines as they extend to the street. Lucas requires a permit before any work in or near a street, right-of-way, easement or public way, its code bars concrete or asphalt paving in a public street, drainage or utility easement unless an ordinance allows it, and starting work without a permit doubles the fee. The fee schedule lists $60.00 for flatwork such as sidewalks, driveways and patios, yet the same line calls flatwork exempt under the 2009 International Residential Code unless it is raised 30 inches above grade, with some plan review required. Exposed aggregate follows the same 2- to 3-year resealing cycle, and it shouldn't be pressure washed above 3000 PSI, since too much force may loosen the stones.
Heat affects the pour as well. In hot weather, the National Ready Mixed Concrete Association says no water should be added to concrete more than 1½ hours old, and curing should continue for at least 3 days.

The Handbook of Texas says Lucas is named after Gabriel H. Lucas, son of settler Peter F. Lucas, who arrived in 1844; Gabriel opened a store there in 1870. For nearly a century farming, chiefly cotton and corn, ran the local economy, and in 1947 Lucas had 100 people, two stores, a gin, a school, a public softball field and two churches. Housing developments then turned it into a rural suburb. It incorporated in 1970, reached 1,500 people by 1984, most of them newcomers with jobs in Dallas, and grew to 2,890 by 2000. The 2020 Census counted 7,612 residents, and the Census Bureau estimates 8,896 for July 1, 2025.
Its parks follow the lake. Brockdale Park, opened in 2005 on U.S. Army Corps of Engineers land beside Lavon Lake, covers 127 acres with a trailhead, a boat ramp and the Blackland Prairie Raptor Center, and the City built the three-acre East Winningkoff Trailhead in 2017 for horseback and walking access to the 25-mile Trinity Trail. Kenneth R. Lewis gave the land for the five-acre park on Southview Drive that bears his name in 1989. Six public school districts, including Lovejoy ISD and Allen ISD, serve the city.

Check the culvert and permits
The City sets the culvert size and material, and work at the street, right-of-way or an easement needs a permit, so both are settled before forming.
Base
On expansive soil, the crushed-rock layer under a drive runs 2 to 8 inches, depending on how expansive the soil is, and soft spots are dug out and replaced.
