Mobile City began as an 8.8-acre trailer park and incorporated on January 25, 1990, according to the Handbook of Texas. The park's owners, Paul and Billie Easley, incorporated it to bring alcohol sales to a dry Rockwall County; until 2007 it was the only city in the county to allow retail alcohol sales, and the Dallas-based chain Sigel's Beverages soon opened on an adjacent lot. Billie Easley served as the first mayor.

Incorporation brought the first paved roads through the park, though the turnoff into town was still a gravel road in 2021, and the mayor's mobile home doubled as city hall.

Long, narrow homes set at an angle

Sixty mobile homes line the three lanes, long and narrow and angled like cars slotted into parking spaces, and nearly twenty had been vacated by the end of 2019. The 2020 Census counted 59 housing units, 41 of them occupied and 18 vacant, and the Census Bureau's survey puts the median year built at 1986.

The ordinances on record are a 15-mile-an-hour speed limit and a ban on fireworks, with no published building or concrete rules. Missing rules don't mean no permit applies.
