A town named for a buried wall

In 1851, the Handbook of Texas records, farmers digging a well found an underground rock wall that crossed the county and occasionally surfaced. The City credits early pioneer T.U. Wade with the discovery and with suggesting the name, and the town was founded on April 17, 1854, on forty acres Elijah Elgin donated on a hill above the East Fork of the Trinity River. Later study by geologists and archaeologists showed the "walls" were natural, jointed sandstone dikes that had pushed into Cretaceous marl.

Rockwall became the seat of the new Rockwall County in 1873, and the Handbook calls it the smallest county in Texas. In the 1950s the Southwest's first aluminum plant opened here, and the town became known as the "Aluminum Capital of the Industrial Southwest." The City dates its real boom to Lake Ray Hubbard, built in 1969 by damming the East Fork, and Rockwall now sits on the lake's eastern shore about 20 miles northeast of Dallas.

Slopes, terraces and cracking clay

The Handbook of Texas describes Rockwall County as 147 square miles of flat, undulating and gently rolling prairie between 390 and 620 feet above sea level. It has three kinds of land: the East Fork valley, gently to steeply sloping terraces west of the valley, and rolling uplands east of it that cover 80 percent of the county. The soils have loamy to clayey surfaces over clayey subsoils that crack.

The City's engineering construction notes cap slopes at 4:1. Where a 4:1 slope isn't possible or feasible, retaining walls, gabion baskets, concrete slope protection or other approved methods may be required.

Lots from SF-10 to estate acreage

Rockwall's Unified Development Code calls SF-10 the zoning for most of the city's existing single-family homes, and its rural estate districts set minimum lots of 1½, 2 and 4 acres. Chandlers Landing, a lakeside single-family neighborhood, has its own planned-development zoning (PD-8). The Census Bureau's 2020-2024 estimates put the median year built at 2003, with about 62% of the housing built in 2000 or later.

Granular backfill is the usual choice for good drainage, easy compaction and added sliding resistance; 4-inch weep holes are common on large walls, and drain lines are often perforated and wrapped in filter fabric or buried in a gravel filter bed.

The City's requirements are short and strict. Every wall needs a permit, the fee is $50.00, and no wall may cross a property line. Walls must be masonry, stone, or reinforced concrete with a stone face or form liner; smooth concrete walls are not allowed.

Height triggers

The handout requires walls 3 feet or taller to be designed and sealed by an engineer. The City's engineering construction notes say walls 18 inches or taller must be rock or stone faced, and walls 3 feet or taller need an engineered design approved by the City Engineer. On those walls the design engineer inspects during construction and sends a signed, sealed verification letter before the City accepts the project.

Street frontage and landscape buffers

Walls in the public right-of-way or a required landscape buffer have to be terraced at least every 4 feet of height, with a planting area of at least 2 feet between tiers, and built of natural stone or masonry that matches the house.

On the lake takeline

In the Lake Ray Hubbard takeline area, landscaping retaining walls must stay under 3 feet and be finished in native stone, with railroad ties, treated wood and brick prohibited. Takeline permits are issued only to owners who already hold a takeline lease from Building Inspections, and a takeline wall permit costs $125.00.

Flatwork, pool decks and pads nearby

A new wall often comes with new flatwork above or below it. We also pour patios, sidewalks, steps, driveways and pool decks, and Rockwall has written specs for each. Residential flatwork needs a Concrete Permit from Building Inspections at $0.20 per square foot with a $50 minimum. Sidewalks and patios are to be a 4-inch slab with No. 3 bars at 24-inch centers both ways in concrete of at least 3600 psi; a driveway approach must be at least 6 inches thick, with redwood at the property line; and pool deck steel must be at least #3 rebar on 18-inch centers, with a footing dug around any deck placed on loose fill.

  1. Free estimate and site check

    We look at the slope, the soil, where water runs and what the wall has to hold back, then talk through height, facing and drainage. The estimate is free.

  2. Design and permit

    Every wall needs a City permit, and walls from 3 feet up need a design sealed by an engineer before work starts.

  3. Footing

    Typically the bottom of the base slab sits at least two feet deep, the base slab is sized at about 50% to 70% of the wall's height, and footings on walls over four feet are poured separately.

  4. Stem, steel and face

    The wall is formed and reinforced, and its face is cast against a form liner or finished in stone, because the City does not allow a smooth face.

  5. Drainage and backfill

    Gravel backfill, weep holes and a drain line go in behind the wall, and the lot is graded to keep its swale.

  6. Engineer's letter

    For an engineered wall, the City accepts the project only after the design engineer's signed and sealed verification letter.

Does a short garden wall need a permit?

In Rockwall, yes. The City's handout says every wall requires a permit and names no height below which it is waived. The model 2021 International Residential Code exempts walls no more than 4 feet tall that support no surcharge, but local rules vary, and Rockwall's handout makes no such exception.

Can a wall cross onto a neighbor's lot?

No. Rockwall's handout states that retaining walls shall not cross property lines.

How far must a pool be from a retaining wall?

The City's swimming pool, spa and hot tub guidelines put a pool at least 10 feet from any retaining wall over 3 feet tall, unless an engineer's letter is provided.
